System Certification

System Certification refers to activities whereby qualified third-party certification bodies audit and assess an organization’s management system against specific international or national standards, and issue a certification certificate after confirming compliance with standard requirements. Its core purpose is to verify that the organization’s management system is scientific, standardized and effective, capable of consistently delivering products/services that meet customer and regulatory requirements, while improving operational efficiency and market competitiveness.

I. Common Types of System Certification

  1. ISO 9001 Quality Management System Certification This is the most fundamental and widely adopted certification. Centered on meeting customer requirements, it establishes standardized quality management processes to ensure stable and controllable product/service quality and reduce defects and rework. Applicable to organizations across all industries.

  2. ISO 14001 Environmental Management System Certification Focused on environmental protection and sustainable development, it helps organizations identify, control and mitigate the environmental impacts of operations (such as pollutant emissions and resource consumption) and achieve compliance with environmental regulations. Widely adopted in industries with significant environmental impacts including manufacturing, chemical industry and construction.

  3. ISO 45001 Occupational Health and Safety Management System Certification Its core objective is safeguarding employees’ occupational health and safety, preventing workplace accidents and occupational diseases, and lowering corporate safety risks. Suitable for all organizations with operational hazards, especially high-risk sectors such as construction, mining and manufacturing.

  4. ISO 22000 Food Safety Management System Certification Designed for organizations along the food chain (cultivation, processing, catering, distribution), it ensures food safety by controlling biological, chemical and physical hazards throughout the whole process from raw materials to finished products.

  5. ISO 27001 Information Security Management System Certification It focuses on protection of corporate information assets to guard against risks such as information leakage and cyberattacks. Suitable for organizations with stringent information security requirements, including financial institutions, internet enterprises and government agencies.

  6. Other Specialized System Certifications

    • IATF 16949: Automotive industry-specific quality management system built on ISO 9001, with enhanced emphasis on supply chain quality control.

III. Basic Procedures for System Certification

  1. Organizational Preparation: Establish an implementation team, study relevant standards, sort out existing processes, identify gaps and formulate improvement plans.

  2. Documentation Development: Compile system documents including management manuals, procedure documents and work instructions to form a complete management system.

  3. System Operation, Internal Audit and Management Review: The system shall run on a trial basis (normally for more than 3 months). Conduct internal audits and management reviews, and rectify identified nonconformities.

  4. Third-party Audit

    • Stage 1 Audit: The certification body reviews the conformity of system documents and confirms whether the organization meets the prerequisites for formal audit.

    • Stage 2 Audit: On-site audit to verify whether the practical operation of the system complies with standard requirements.

  5. Certificate Issuance and Surveillance Audit: A certification certificate will be issued upon successful audit (valid for 3 years). The certification body will conduct annual surveillance audits to ensure the sustained effective operation of the management system.
