
When developing teaching programmes, the learning service provider shall prepare corresponding training syllabuses, trainee handbooks, instructor handbooks, etc., and shall:
a) Define the course name and course content framework;
b) Specify teaching objectives, class hours and assessment methods;
c) Consider teaching modes and methods; where necessary, take language arrangements and required interpretation services into consideration;
d) Coordinate teaching staff and learning resources;
e) Design assessments and evaluations, etc.
The training programme shall include but not be limited to:
a) Target trainees;
b) Training objectives;
c) Training content;
d) Training methods;
e) Training class hours;
f) Training content and schedule;
g) Methods and disposition for assessment or training effectiveness evaluation;
h) Selection of courses, teaching materials and examination questions;
i) Arrangements and requirements for training instructors;
j) Arrangement of teaching support staff;
k) Training venues and equipment;
l) List of service practice organizations; (if applicable)
m) Cost accounting and charging standards;
n) Application requirements and procedures;
o) Administrative requirements, etc.
The service provider shall establish trainee files, in which records concerning trainee application, training, assessment, rewards and penalties shall be filed. Trainee
files shall include but not be limited to the following contents:
a) Trainee application information, such as application forms;
b) Necessary supporting documents or copies required by the training programme, such as academic certificates, identity certificates, employment history certificates
and others;
c) Documents confirming service relationship, such as training service contracts, payment records, etc.;
d) Documentation of the training process, such as ongoing assessment records, assessment transcripts, training completion certification records, etc.
The service provider shall set up classes and assign trainees to corresponding classes in accordance with the requirements of the training programme. The service provider shall ensure that each class is assigned one class teacher to be responsible for daily class management. The class teacher shall meet the requirements for training assistant instructors specified in the training programme of the training service provider. The responsibilities of the class teacher shall include but not be limited to:
a) Pre-training preparation;
b) Introduce institutional management requirements, training requirements, attendance rules and assessment requirements to trainees, as well as introduce instructors;
c) Assist instructors and organize trainees to complete teaching activities as required by the training programme;
d) Organize trainees to evaluate the teaching performance of instructors;
e) Organize training assessments for trainees and related work;
f) Collect, verify and manage trainee basic information and class management documents.
The service provider is recommended to set up a dedicated assessment panel to evaluate trainees from both theoretical and practical dimensions. Assessments shall be consistent with those specified in the training programme.
Trainees who pass the training assessment shall be issued training completion certificates in accordance with the design of such certificates. Necessary measures shall be adopted for those failing the assessment; trainees who meet requirements after such measures shall be issued training completion certificates in accordance with the certificate design. Trainees who still fail after taking remedial measures shall be issued corresponding attendance certificates as stipulated in the training programme.
The service provider shall provide methods and channels for inquiry and verification of training completion certificates.
