GB/T 31950 is the national standard for Chinese enterprise integrity‑management systems issued by the Standardization Administration of China. Its core purpose is to guide enterprises to establish a full‑process integrity‑control mechanism and improve credit standing and market credibility. Applicable to enterprises of all industries and sizes, it can also serve as the basis for third‑party integrity evaluation and acts as an authoritative guideline for corporate integrity development.
Centered on the “Plan‑Do‑Check‑Act” cycle, the standard establishes a comprehensive integrity‑management system whose key requirements cover six modules:
Integrity policy and objectives: enterprises shall formulate an integrity policy tailored to their operational characteristics, define specific credit‑building objectives and communicate them to all employees and interested parties;
Organization and responsibilities: set up and improve an integrity‑management framework, clarify integrity‑related duties for top management and each post, and foster full‑staff participation;
Risk control: identify integrity‑risk points across business activities (such as contract performance, product quality, fiscal‑tax compliance and after‑sales service), and formulate assessment and prevention‑control measures;
System operation: improve integrity‑management rules covering contract administration, supplier credit evaluation, quality commitments and complaint handling; establish mechanisms for collecting and disclosing integrity information to guarantee truthfulness and transparency;
Performance evaluation and improvement: conduct regular internal integrity audits and management reviews, assess system effectiveness via customer‑satisfaction surveys and industry credit evaluations, and develop corrective and preventive actions against integrity breaches;
Integrity‑culture development: deliver integrity‑related training and education to raise employee awareness, and promote a business culture where “honesty is honoured and bad‑faith conduct is disgraced”.
The core value of GB/T 31950 certification is reflected in three aspects:
First, trust building: enhance corporate competitiveness in bidding, investment‑financing and commercial cooperation, reduce credit‑verification costs for partners, and provide important documentary endorsement for collaborative trust;
Second, risk prevention and control: identify and avoid integrity‑related risks in advance, so as to prevent restricted market access, brand‑reputation damage and economic losses caused by credit incidents;
Third, compliance upgrading: meet national requirements for social‑credit‑system construction and support enterprises to achieve sustainable development under credit‑based supervision.
Unlike ISO technical or quality‑oriented standards, GB/T 31950 focuses on system‑level management on ethics and credit. Though credit‑focused, it can be coordinated and integrated with quality‑management, environmental‑management and other systems to build a combined “quality + environment + credit” management model. Its key feature lies in translating abstract “integrity” into implementable, auditable management workflows, solving the pain‑point of “lacking clear rules” for corporate integrity initiatives. It constitutes an essential tool for enterprises to boost soft power and build long‑term competitiveness.
