Nigeria SONCAP Certification

To protect Nigerian consumers from unsafe and substandard products, the Standards Organization of Nigeria launched the "SON Conformity Assessment Programme (SONCAP)" in September 2005. This regulation ensures that regulated products imported into Nigeria comply with Nigeria's recognized technical regulations. In January 2013, the Standards Organization of Nigeria released new SONCAP rules to revise the conformity assessment procedures. The new rules cover pre-shipment inspection and document review for overall assessment of product compliance with relevant regulations or standards, and apply to all products under its jurisdiction exported to Nigeria.

The Nigerian certification certificate is a mandatory customs clearance document. Products within its regulatory scope without this certificate may face shipment delays or even rejection of entry. In accordance with the new SONCAP regulations, goods will be inspected during the process, and sample testing will be carried out based on risk assessment criteria when necessary. SONCAP authorizes certification bodies to issue pre-shipment inspection pass documents, also known as the "Certificate of Conformity (CoC)". Based on the Certificate of Conformity, the Standards Organization of Nigeria (SON) will issue the SONCAP Certificate to exporters.

Service Process

The new regulation stipulates that the application process for Nigeria SONCAP certification is divided into two stages:

  • Stage 1: Apply for the Product Certificate (PC), which is valid for 1 year or for a single shipment;

  • Stage 2: Apply for the Certificate of Conformity (CoC). A CoC certificate must be obtained before shipment of each batch of goods. Without a CoC certificate, goods will be refused entry upon arrival at the port.

Applicants for SONCAP certification may select one of the three application routes:

  • Route A: For occasional shipments within a year

  • Route B: For multiple shipments of products within a year.

  • Route C: For frequent shipments throughout the year.
