US FCC Certification

FCC stands for Federal Communications Commission. Founded in 1934,

it is a government agency with law enforcement authority, primarily responsible for regulating and controlling radio and communications. It cooperates with the government and enterprises to formulate FCC regulations and standards. 

FCC certification is a mandatory EMC certification of the United States, mainly applicable to electronic and electrical products operating in the frequency range of 9kHz to 3000GHz, covering various fields such as radio and communication,

especially the radio interference issues of wireless communication equipment and systems, including radio interference limits, measurement methods, certification systems and organizational management regulations.

A wide range of products are regulated by FCC, including personal computers, CD players, copiers, radios, fax machines, video game consoles, office machinery,

electronic toys, televisions, microwave ovens and other products.

They can be classified into the following categories, namely IT products, AV products, household appliances, communication products and low-power wireless transmitting products,

These products are divided into two categories, Class A and Class B, according to their application scenarios:

  • Class A refers to products for commercial or industrial use;

  • Class B refers to products for household use;

FCC imposes stricter regulatory requirements on Class B products with lower interference limits compared with Class A.


Three Certification Modes of FCC

1.Verification

Self-Verification: Manufacturers or importers shall ensure their products complete necessary testing to verify compliance with relevant technical standards and retain test reports.


2.DOC(Declaration of Conformity)

Declaration of Conformity, also known as Self-Declaration: The responsible party of equipment (usually the manufacturer or importer) shall have products tested by FCC-designated qualified testing laboratories

to confirm that the equipment meets relevant technical standards and keep test reports. This is currently the widely adopted and common method covering a large range of products.

 The certification issuing body must be accredited under NVLAP (National Voluntary Laboratory Accreditation Program) / A2LA (American Association for Laboratory Accreditation).


3.Certification

ID Certification: TCB (Telecommunications Certification Body) reviews samples (or photos) and test data submitted by applicants. If the products satisfy FCC regulatory requirements,

an FCC ID number will be assigned to the equipment.

Applicable equipment includes low-power transmitters such as cordless phones, automatic door remote controls, radio-controlled toys, security alarm systems, etc.


Note: If one piece of equipment qualifies for two or three certification types, the responsible party may select any applicable type.


FCC Test Items for Wired Products

FCC only regulates electromagnetic interference. Electromagnetic Interference (EMI) is mainly divided into the following categories:


1. Conduction Emission

Conducted interference propagates through power lines, signal wires and other conductors. The FCC regulates frequencies ranging from 150kHz to 30MHz, and most low-frequency interference falls under conducted emission.

2. Radiation Emission

It propagates through free space and is regulated by the FCC for frequencies above 30MHz. Most high-frequency interference is radiated emission. The upper limit of test frequency is determined by the maximum frequency generated inside the product.

Generally, the two types of interference may exist simultaneously.

3. Antenna Terminal Disturbance

This mainly applies to equipment equipped with external antennas, such as televisions.

  • DOC: Testing – Report Issuance – Review – Certificate Acquisition

  • Certification: If the applicant applies for FCC ID for the first time, apply for an FRN first to fill in other forms, then apply for a permanent Grantee Code.

    Meanwhile, the applicant may conduct product testing. Afterwards, submit all FCC-required documents, test reports and FCC Form 731 to the TCB for review, and a certificate will be issued in the end.
