
Derived from the concept of carbon footprint, carbon label, also known as carbon marking, quantitatively indicates greenhouse gas emissions generated by commodities throughout their entire life cycle (including raw material extraction, manufacturing, packaging, storage & transportation, distribution, utilization, disposal and recycling) on product labels. It informs consumers of carbon-related information of products in the form of labels, with the aim of mitigating climate change, cutting greenhouse gas emissions and popularizing low-carbon emission technologies.
Carbon label certification refers to third-party assessment conducted on eligible products or services in accordance with product carbon label assessment standards via certification methodologies. It is a voluntary assessment certification targeting high-quality product and service brands. Products/services that pass the assessment will be granted a Product Carbon Label Assessment Certificate jointly issued by China Electronics Energy-Saving Technology Association, China Carbon Label Industry Innovation Alliance and certification bodies.
Development Background of Carbon Labels
China officially promoted the development of the carbon label system in 2018. Led by China Low-Carbon Committee and jointly supported by government, industry, universities and research institutions, pilot programs were firstly launched in the electrical and electronic industry. A series of standards for carbon label assessment of electrical and electronic products were formulated to establish the carbon label assessment service system.
In August 2019, the group standard Carbon Label Mark (T/DZJN 004—2019) was officially released in China, which specifies the format of carbon labels capable of displaying carbon emission values and assessment grades. The grading system consists of three star levels: One-star for carbon-disclosed products, Two-star for carbon-reduced products, and Three-star for low-carbon products.
In August 2021, the Interim Implementation Rules for Voluntary Assessment of Industry-wide Uniform Product Carbon Labels was issued. It provides guiding principles for carbon label assessment across all industries, while continuously advancing the formulation and revision of detailed implementation rules for various sectors.
In January 2022, General Rules for Enterprise Carbon Label Assessment (T/DZJN 75—2022) was officially released. It is China’s first enterprise-oriented group standard for carbon label assessment. Compiled under the leadership of the Low-Carbon Economy Committee of China Electronics Energy-Saving Technology Association, this standard was issued by China Electronics Energy-Saving Technology Association.
PAS 2050:2008 Specification for the assessment of the life cycle greenhouse gas emissions of goods and services, published by the British Standards Institution, is the world’s first accounting standard for product carbon footprint. Jointly initiated by the UK Department for Environment, Food and Rural Affairs and the Carbon Trust, it is mainly used to calculate and assess greenhouse gas emissions generated by products and services throughout their life cycles.
GHG Protocol Product Life Cycle Accounting and Reporting Standard is a consumer-oriented standard jointly developed by the World Resources Institute and the World Business Council for Sustainable Development. It is a globally recognized standard for calculating product carbon footprints.
ISO 14067:2018 Greenhouse gases — Carbon footprint of products — Requirements and guidelines for quantification defines product carbon footprint as the sum of greenhouse gas emissions and removals within a product system assessed by the life cycle approach, with results expressed in carbon dioxide equivalent.
China’s carbon label assessment standards mainly include General Rules for Carbon Footprint Assessment of Electrical and Electronic Products (T/DZJN 001-2018), a series of standards for carbon footprint assessment of electrical and electronic products, Carbon Label Mark (T/DZJN004—2019), Implementation Rules for Voluntary Assessment of Industry-wide Uniform Product Carbon Labels, General Rules for Enterprise Carbon Label Assessment (T/DZJN 75—2022), etc.
General Rules for Enterprise Carbon Label Assessment (T/DZJN 75—2022) was issued on January 20, 2022. Different from product carbon labels, this standard focuses on enterprises as a whole. Enterprise carbon labels are awarded through comprehensive assessment of corporate low-carbon performance and potential, so as to drive enterprises to carry out low-carbon development and build low-carbon corporate images from a macro perspective. It is China’s first assessment standard for enterprise carbon labels.
