To all certified organizations and relevant parties:
The Certification and Accreditation Administration of the People’s Republic of China (CNCA) officially released the new version of the Rules for Quality Management System Certification (hereinafter referred to as the 2025 Rules) in September 2025. The new rules shall come into force on January 1, 2026, and the 2016 version of the Rules for Quality Management System Certification shall be repealed simultaneously.
To help your organization smoothly adapt to and comply with the requirements of the new quality certification rules, ensure continuous compliance of certification activities and maintain the validity of certification certificates, we hereby notify you of the key revised contents as follows:
I. Eligibility Criteria for Certification Application (Clause 5.1.2)When submitting a certification application, an organization shall meet at least the following key conditions (including but not limited to): (1)Possess a valid and legal entity qualification certificate within its validity period; (2)Obtain applicable administrative licenses required by relevant laws and regulations, which shall remain valid;
(3)Have established a Quality Management System (QMS) in accordance with the certification standards and maintained its operation for no less than three months; (4)Where applicable, the suspension or revocation of the previous certification certificate issued by the original certification body due to the certified organization’s own fault has been completed for at least one year;
(5)Where applicable, the original QMS certification body whose QMS certification qualification was revoked by CNCA has lost its qualification for no less than three months; (6)Not subject to an administrative order for production suspension and rectification at present;
(7)Not listed on the serious illegal and dishonest entity list released on the National Enterprise Credit Information Publicity System and Credit China; (8)No major quality accidents within one year that resulted in an administrative order for production suspension and rectification;
(9)No unqualified results in national supervision and spot checks on products within the certification scope in the past year, or complete rectification and acceptance passed if such unqualified results occurred; (10)Other applicable mandatory eligibility criteria. 2. Certification Contract and Fee Payment (Clause 5.3.1)
Certification fees shall be paid directly by the certification applicant to the certification body, and third-party payment on its behalf is prohibited. Payment made by the superior entity of the certification applicant (such as the group company, public institution, social organization or government agency to which the applicant belongs) to the certification body is acceptable.
3. Responsibilities of Certification Applicants and Certified Organizations (Clauses 5.3.3, 5.3.4, 6.1.2, 10.5) (1)Truthful provision of certification information Certification applicants and certified organizations shall abide by certification procedures, truthfully submit relevant documents and information, cooperate with supervision inspections conducted by administrative certification regulatory authorities and complaint investigations carried out by the certification body, and promptly notify the certification body of any changes to the QMS and the eligibility criteria specified in Clause 5.1.2 of the new Rules. They shall bear the risks of certification suspension and invalidation of certification certificates arising from the revocation of the certification body’s official qualification. (2)Proper use of certification certificates and marks Certified organizations shall correctly use certification certificates, certification marks and relevant information in advertisements, promotions and other activities. After a certification certificate is suspended, revoked or cancelled, the corresponding certification certificate and marks shall no longer be used. Certified organizations shall not print only the QMS certification mark on products. The QMS certification mark may only be printed on product packaging with supplementary statements indicating the organization’s QMS certification status and the name of the issuing certification body. (3)Certified organizations shall retain complete certification records throughout the validity period of the certification certificate, including at minimum: (a) Certification contract; (b) Audit plan; (c) Attendance sheets for opening and closing meetings; (d) Nonconformity reports together with root cause analysis and corrective actions; (e) Audit report; (f) Suspension or revocation notices (if applicable). 4. Interval Between Surveillance Audits (Clause 5.4.1.4)
The first surveillance audit following initial certification or recertification shall be conducted within 12 months from the date of certificate issuance. Subsequent surveillance audits shall be carried out at intervals not exceeding 12 months.
5. Audit Duration (Clause 5.4.2.1)
Audit duration is measured in man-days, with one man-day equivalent to 8 working hours. If the actual daily working hours of the certification applicant are less than 8 hours, the on-site audit days shall be extended to meet the required total audit man-hours.
6. Core Participation Obligations of Top Management (Clause 5.5.4)
The top management and relevant functional directors shall attend the opening and closing audit meetings. If the top manager is unable to attend due to exceptional circumstances, a written authorization letter with explanatory notes shall be submitted in advance to appoint another senior management representative as the attendee.
The audit team will conduct face-to-face interviews with top management to assess their leadership commitment within the quality management system, as well as their familiarity with and promotion of the organization’s quality policy and quality objectives. The certification audit will not pass if the top manager is unfamiliar with the organization’s quality policy and quality objectives or fails to personally participate in and drive QMS implementation.
7. Time Interval Between Stages of Initial Audit (Clause 5.6.1)
The initial certification audit shall consist of two separate stages: Stage 1 Audit and Stage 2 Audit. The minimum interval between the two audit stages shall be 5 calendar days, and the maximum interval shall not exceed 6 months. If a longer interval is required, the Stage 1 Audit shall be repeated in full.
The new Rules for Quality Management System Certification stipulate more specific and definitive requirements for both certification bodies and audited organizations. All certified organizations and relevant parties shall attach high importance to the revised provisions, actively implement the new requirements, and make adequate preparations for subsequent audits and certification activities in advance.
