To guarantee the legality, independence and impartiality of certification activities, ATC Testing & Certification (Shanghai) Co., Ltd. (hereinafter referred to as "the Institution") hereby issues an official statement as follows:

1. The Institution shall conduct certification activities independently in strict compliance with laws and regulations including the Regulations of the People's Republic of China on Certification and Accreditation and the Measures for the Administration of Certification Bodies, and ensure that certification results are free from interference by any interested parties.

2. The Institution shall implement procedural requirements in accordance with basic certification specifications and certification rules strictly, and refrain from adding, reducing or omitting any procedures to ensure complete and traceable certification processes. Meanwhile, a risk management system shall be established to adopt effective prevention and control measures against potential risks, and the Institution shall bear corresponding civil, administrative and criminal liabilities in accordance with the law.

3. The Institution shall disclose the following information to the public via its official website or other channels: certification scopes, certification rules, certificate formats and logo formats; names, addresses and certification business of branch offices; charging standards and channels for verifying certificate validity. In addition, the Institution shall provide channels for checking the validity of certification certificates to ensure authentic and valid information.

4. The Institution shall keep state secrets, trade secrets and client information confidential. It is prohibited to accept funding that may compromise impartiality, and strictly forbidden to engage in illegal acts such as commercial bribery and false certification so as to safeguard the credibility of the industry. Meanwhile, a complaint handling mechanism shall be established to respond to and properly resolve inquiries raised by clients and the public in a timely manner.

5. The Institution undertakes to be accountable for the authenticity of certification conclusions and shall never issue false or inaccurate reports. It shall voluntarily bear legal liabilities and administrative penalties if any provisions of this statement are violated. Furthermore, the Institution shall carry out internal audits and management reviews on a regular basis, take the initiative to accept public supervision, rectify irregularities promptly and report such rectifications to regulatory authorities.
