On January 31, 2019, the National Bureau of Statistics officially approved the implementation of the newly revised Statistical Survey System for Inspection and Testing. Since its initial approval by the National Bureau of Statistics in 2013 under the former name Statistical Reporting System for Inspection and Testing, the Statistical Survey System for Inspection and Testing has been applied to statistical work of the inspection and testing industry nationwide for five consecutive years from 2014 to 2018. By the end of 2017, there were a total of 36,327 inspection and testing institutions across the country, achieving an operating revenue of 237.747 billion yuan.
In accordance with the newly approved Statistical Survey System for Inspection and Testing by the National Bureau of Statistics, as well as relevant provisions of the Measures for the Administration of Qualification Recognition of Inspection and Testing Institutions and the Measures for the Supervision and Administration of Accreditation Bodies, the State Administration for Market Regulation subsequently carried out the statistical work on accreditation and inspection & testing service industry for 2018. The Inspection and Testing Direct Statistical Reporting System shall continue to be adopted for submitting statistical survey data and annual work reports. Among them, national product quality inspection centers shall also submit annual social responsibility reports via the direct reporting system.
To effectively implement the requirements of "streamlining administration and delegating power, combining deregulation with supervision, and optimizing government services" and facilitate public inquiry and supervision, all inspection and testing institutions are required to upload the serial numbers of all valid inspection and testing reports or certificates issued by themselves from 2016 to 2018 into the direct statistical reporting system in this round of statistical work. Starting from 2019, serial numbers of newly issued inspection and testing reports or certificates shall be submitted on a quarterly basis. Based on the submitted data, the State Administration for Market Regulation will provide an online inquiry service for the authenticity and validity of inspection and testing reports and certificate serial numbers to the public.
