
Tanzania Pre-Export Verification of Conformity (PVOC) is a mandatory certification scheme implemented by the Government of Tanzania to ensure imported products comply with relevant standards and protect consumer safety, the environment and public health. It is regulated by TBS (Tanzania Bureau of Standards). All products covered in the controlled list must pass PVOC certification and obtain a Certificate of Conformity (COC) before export to Tanzania; otherwise, the goods will be detained, fined or returned during customs clearance.
Validity: Tanzania PVOC certificate follows the rule of "one certificate for one shipment". It is only valid for the corresponding batch of exported goods and cannot be reused.
Mandatory Requirement: According to TBS regulations, if products within the controlled list do not hold a COC certificate, Tanzania Customs has the right to refuse entry of the goods. Therefore, certification must be completed prior to shipment.
Tanzania PVOC certification covers a wide range of products, mainly including but not limited to the following categories:
Electrical and electronic products (such as household appliances, lighting fixtures, wires and cables, batteries);
Machinery and equipment (such as construction machinery, agricultural machinery, generators);
Construction materials (such as steel, cement, ceramic tiles, pipes, coatings);
Chemical products (such as plastic products, cleaning agents, cosmetics);
Textiles, garments, footwear and leather goods;
Toys, children’s products, food contact materials;
Automobiles, auto parts and tires;
Furniture, paper products, etc.
Note: Special products such as food, medicines and medical devices are subject to separate regulatory requirements. It is necessary to confirm with TBS in advance whether they fall within the scope of PVOC control.
Test Report Requirements: The test report must cover key indicators specified in Tanzanian standards to avoid review failure due to incomplete test items.
Marking Compliance: Products shall be clearly marked with country of origin, model number, safety markings and other information; otherwise, the on-site inspection may not be passed.
Selection of Certification Body: Applications must be processed via third-party organizations authorized by TBS. Certificates issued by unauthorized bodies are invalid, and the qualification of the institution shall be confirmed in advance.
Time Schedule: The PVOC certification process (including document review and inspection) generally takes 1 to 2 weeks, excluding product testing time. Advance preparation is recommended to prevent shipment delays.
Tanzanian Standards (TZS);
International standards mutually recognized by Tanzania (such as ISO, IEC, EN, BS, etc.);
National standards or industrial standards of exporting countries recognized by TBS (equivalence to TZS standards shall be demonstrated).
1. Submit Application
Fully completed application form (including product name, model, quantity, HS code, importer information, etc.);
Product manual, technical specification sheet, circuit diagram (for electrical and electronic products);
Clear product photos (showing key information such as brand, model, compliance marks, country of origin);
Valid test report (issued by an ISO/IEC 17025 accredited laboratory, covering key product indicators, normally valid for 1 to 2 years);
Proforma Invoice or Commercial Invoice, Packing List;
Importer’s business license or registration certificate in Tanzania (if available).
2. Document Review
The certification body reviews the submitted documents, focusing on verifying whether the test report meets Tanzanian standard requirements, whether technical documents are complete and whether product information is consistent. If documents are incomplete or non-compliant, supplementary materials or rectification are required (such as retesting, revision of technical parameters).
3. On-site Inspection (Mandatory)
All controlled products shall undergo pre-shipment on-site inspection. The certification body will assign inspectors to verify:
Consistency between shipped goods and test samples (brand, model, specifications, appearance, etc.);
Compliance of product markings (e.g. country of origin marked "Made in China", safety warnings, markings required by TBS, etc.);
Whether packages are intact and equipped with necessary instruction manuals (English is generally required).
4. Issuance of COC Certificate
After document review approval and satisfactory on-site inspection, the certification body will issue the Certificate of Conformity (COC), the final document for PVOC certification, within 3-5 working days. All information on the certificate must be fully consistent with customs clearance documents (invoice, bill of lading); otherwise, customs clearance will be affected.
