Kenya Pre-shipment Verification of Conformity (PVOC)

Kenya Pre-Export Verification of Conformity (PVOC) is a mandatory certification scheme implemented by the Kenyan government to guarantee the quality of imported products and protect consumer safety and the environment. It is regulated by KEBS (Kenya Bureau of Standards). Specific products exported to Kenya must obtain a PVOC certificate for smooth customs clearance; otherwise, the goods may be detained, fined or returned.

Validity: The PVOC certificate follows the rule of "one certificate for one shipment". It is only valid for the corresponding batch of exported goods and cannot be reused.

Mandatory for Customs Clearance: Kenya Customs will strictly check the COC certificate. Goods without a certificate or with inconsistent certificate information will be refused entry.

Scope of Application

PVOC certification covers most imported products, mainly including but not limited to the following categories:

Electrical and electronic products (such as household appliances, lighting fixtures, wires and cables, batteries);
Machinery and equipment (such as construction machinery, agricultural machinery, power generation equipment);
Construction materials (such as steel, cement, ceramic tiles, doors and windows);
Chemical products (such as coatings, plastic products, cleaning agents);
Textiles, garments, footwear and leather goods;
Toys, children’s products, food contact materials;
Automobiles and auto parts, etc.

Note: Some products (such as pharmaceuticals, food, military equipment, etc.) may be exempted or subject to special requirements. Confirmation with KEBS in advance is required.

Notes

Test Report Requirements: The test report shall clearly cover the key indicators specified in Kenyan standards to avoid review failure due to incomplete test items.
Marking Compliance: Products shall be marked with correct country of origin (e.g. "Made in China"), model number, safety markings, etc. Otherwise, the inspection may fail.
Selection of Certification Body: Applications must be processed through third-party bodies authorized by KEBS. Certificates issued by unauthorized organizations are invalid.
Advance Planning: The PVOC certification procedure normally takes 1 to 2 weeks (excluding testing time). Advance preparation is recommended to prevent disruption to shipment schedules.

Kenyan Standards (KS);

International standards mutually recognized by Kenya (such as ISO, IEC, EN, BS, etc.);

National standards or industrial standards of exporting countries recognized by KEBS (equivalence to KS standards shall be demonstrated).

Service Process

1. Submit Application

Submit an application to the authorized body of KEBS, and provide the following documents:

Fully completed application form (including product name, model, quantity, HS code and other information);
Product manual, technical specification sheet, circuit diagram (if applicable);
Product photos (clearly showing brand, model, compliance marks, country of origin, etc.);
Valid test report (issued by an ISO/IEC 17025 accredited laboratory, covering key product indicators, generally valid for 1 to 2 years);
Commercial Invoice (proforma or official), Packing List;
Importer’s business license or registration certificate in Kenya (if available).

2. Document Review

The certification body reviews the submitted documents to verify whether the test report complies with Kenyan standard requirements and whether technical documents are complete. If documents are non-compliant, supplementary materials or rectification are required (such as retesting, revision of technical documents).

3. On-site Inspection (Mandatory)

All products applying for PVOC shall undergo pre-export on-site inspection. The certification body will assign inspectors to verify:

Consistency between shipped goods and test samples (brand, model, specifications, etc.);
Whether product markings meet requirements (such as KS mark, country of origin, safety warnings, etc.);
Whether packages are intact and equipped with necessary instruction manuals (English or Swahili is required for certain products).

4. Issuance of COC Certificate

After document review approval and satisfactory on-site inspection, the certification body will issue the Certificate of Conformity (COC), the final document of PVOC certification, within 3-5 working days. Information stated on the certificate must be consistent with customs clearance documents (invoice, bill of lading); otherwise, customs clearance may be affected.
