Nigeria SONCAP Certification

To protect Nigerian consumers from unsafe and non-compliant products, the Standards Organization of Nigeria launched the "SON Conformity Assessment Programme (SONCAP)" in September 2005. This regulation ensures that regulated products imported into Nigeria comply with Nigerian approved technical regulations. In January 2013, the Standards Organization of Nigeria issued new SONCAP regulations to revise the conformity assessment procedures. The new regulations cover pre-shipment inspection and document review for overall assessment of product compliance with regulations or standards, and apply to all products under its jurisdiction exported to Nigeria.

Nigerian certification certificate is a mandatory customs clearance document. Products within its regulatory scope without such certificate may face shipment delays or even be denied entry. In accordance with the new SONCAP regulations, goods will be inspected, and sampling tests will be carried out based on risk assessment criteria when necessary. SONCAP authorizes certification bodies to issue pre-shipment inspection clearance documents, also known as "Certificate of Conformity (CoC)". Based on the Certificate of Conformity, the Standards Organization of Nigeria (SON) will issue the SONCAP Certificate to exporters.

Service Process

The new regulation stipulates that the application process for Nigeria SONCAP certification is divided into two stages:

  • Stage 1: Apply for Product Certificate, abbreviated as PC. The certificate is valid for one year or one single shipment;

  • Stage 2: Apply for Certificate of Conformity, abbreviated as COC. A COC certificate must be obtained before each shipment. Goods without COC certificate will be refused entry upon arrival at the port.

Applicants can choose one of three routes for SONCAP certification:

  • Route A: For occasional shipments within one year

  • Route B: For multiple shipments of products within one year.

  • Route C: For frequent shipments within one year.
