
Australia RCM Certification (Regulatory Compliance Mark) is a marking introduced by Australia and New Zealand to realize a unified marking for electrical products. Owned by the regulatory authorities of Australia and New Zealand, this mark indicates that products meet both safety and EMC requirements and is mandatory.
Electrical products regulated under RCM certification are mainly divided into non-controlled products and controlled products, as not all products bearing the RCM mark require registration. Non-controlled products are exempt from registration. At present, only Level 3 electrical products are required to be registered, covering a total of 56 categories with relatively high risk factors including power adapters and vacuum cleaners.
Generally, the RCM mark shall be displayed on the product label. The agent number previously required no longer needs to be marked under the new RCM requirements.
After these requirements were issued on March 1, 2013, there was a three-year transition period. Mandatory enforcement commenced on March 1, 2016. Manufacturers must conduct relevant tests in strict accordance with the standards. All electrical and electronic products entering the Australian and New Zealand markets must comply with the new Electrical Equipment Safety System (EESS) and bear the RCM mark to be circulated on the market.
Relationship among SAA Certification, C-Tick, A-Tick and RCM:
SAA Certification governs safety requirements; C-Tick Certification regulates EMC and radio products; A-Tick Certification controls telecommunication products. The RCM mark is a certification mark launched in 2013. After products obtain safety certification and EMC registration, the RCM mark can be obtained through safety certification regulatory bodies.
Starting from March 1, 2016, all sold electrical and electronic products must uniformly adopt the RCM mark; the A-Tick and C-Tick marks are phased out. RCM can be regarded as a registration system incorporating SAA and C-TICK.
All electrical products with voltage ranging from AC 50V to 1000V and DC 120V to 1500V must comply with the requirements of Australian Electrical Safety Law.
Level 1 Low-risk category: Generally DC-powered products. RCM certification application can be submitted with EMC test report.
Level 2 Medium-risk category: Generally AC-powered products. Submit EMC test report plus safety test report for RCM certification application.
Level 3 High-risk category: A defined list covering 56 types of products. Submit EMC test report, safety test report and SAA certificate to apply for RCM certification and complete EESS registration.

1. Location: Generally placed on the external surface of the product. If the external surface space is limited, it may be placed on the outer surface of the package.
2. The label can be of any color provided that it is visible. Visibility may be achieved by contrast against the background colour or embossed marking (e.g. moulded or engraved).
3. If a QR code is used as the compliance label, the QR code must link to a website displaying the RCM mark prominently.
1. The laboratory evaluates the product, identifies applicable safety and EMC test standards and carries out testing;
2. Issue test reports;
3. Submit the safety test report to Australian certification body for document review and obtain the SAA certificate;
4. Submit the SAA certificate and EMC report to the RCM review department;
5. Upon approval by Australian authorities, the RCM certificate will be issued;
6. The customer may complete registration on the Australian official website personally or entrust the laboratory to handle it.
